- When requested to meet the planning conditions issued issued by the local authorities contaminated land officer as a potential risk to human health has been identified. A Planning condition case study can be found here

ESI provides Phase 1 contaminated land desk studies primarily to meet the needs of the planning conditions issued by a local authority. A Phase 1 desk study is often requested by the authority’s contaminated land officer during the planning application stage as in their opinion there is a potential risk to human health. ESI’s phase 1 desk study has been designed to provide the best value approach to meeting and satisfying planning conditions and ensuring that you or your clients are not at risk.

ESI Phase 1 land contamination reports prior to land and property purchase
When purchasing property and land either privately or commercially there is a risk that any site that has had prior development may have land quality legacy issues. By commissioning ESI to undertake a Phase 1 land quality desk study any issues that might exist and a purchaser could become liable for can be understood. In a worse case scenario, a buyer make take on the responsibilities for land remediation where contamination exists. Remediation costs could potentially be greater than the purchase price.
ESI Phase 1 land contamination reports to meet the requirements of a lender
When borrowing funds for property a bank or mortgage provider may request that a land contamination report is completed prior to releasing funds. When loaning money against a property or piece of land if the mortgagee was to default the responsibilities of any land remediation may fall on the bank or building society.

ESI’s reports are factual and easy to understand, they will provide clarification whether a site has potential land or groundwater contamination issues and identify who is at risk. If the site requires further investigation, ESI is best placed to quantify any risks as part of a Phase 2 land investigation and assessment.

Phase 1+ reporting
Objectives: To supplement conventional Phase 1 land assessments and desk study information with targeted site investigation data to enable more robust risk evaluation.
Content: Where desk study data is suspected to be insufficient, carefully selected site sampling and monitoring may be preferable to either an inconclusive Phase 1 site report or an immediate launch of a more costly Phase 2 investigation. Our Phase 1-plus assessments supplement traditional data collation with selected sampling and monitoring (including detailed site inspections, hand sampling and in situ chemical testing) in order to provide a clearer assessment of risk.
